The District is a political subdivision
of the State of Texas, created by
special act of the 61st Legislature,
Regular Session, 1969, and operates
pursuant to Chapters 49 and 54 of the
Texas Water Code, as amended. The
District presently contains
approximately 2,061 acres of land after
annexations in September, 2005 of 177
acres and March, 2006 of 368 acres.
The District is located in north
Harris County, approximately 26 miles
north of the central downtown business
district of the City of Houston. The
District lies wholly within the
extraterritorial jurisdiction of the
City of Houston. Substantially all of
the acreage in the District lies within
the boundaries of the Spring Independent
School District with the exception of
approximately 387 acres, which lie
within the boundaries of Aldine
Independent School District. Access to
the District is provided by
Interstate
Highway 45 or the Hardy Toll Road to
Farm-to-Market 1960, then east to Aldine
Westfield Road.
The older development within the
District includes the residential
subdivisions of Timber Lane, Sections 1
through 12 (collectively, 2,018 lots on
approximately 500 acres), Sandpiper,
Section 1 (225 lots on approximately 46
acres), Sandpiper Village, Sections 1
and 2 (131 lots on approximately 13
acres) and Cypress Trails of Timber
Lane, Sections 1 and 2 (471 lots on
approximately 89 acres) plus some
duplexes and quadraplexes. These
sections have been developed and
substantially built out for many years.
The District also provides water,
sanitary sewer and drainage facilities
to serve Spring Crossing, Sections 1 and
2 (38 acres developed into 280
single-family residential lots), Park
Spring, Sections 1 through 4 (74 acres
developed into 393 single-family
residential lots), Cypress Terrace,
Sections 1 through 3 (54 acres developed
into 305 single-family residential
lots), Highland Glen, Section 1 (54
acres developed into 216 single-family
residential lots), Maple Terrace,
Section 1 (27 acres developed into 121
single-family residential lots),
Werrington, Section 1 (72 acres
developed into 386 single-family
residential lots), and Arbor Trails,
Section 1 (26 acres developed into 128
single-family residential lots). Street
paving is also complete in these
subdivisions. Additionally, construction
of water, sanitary sewer and drainage
facilities to serve Werrington, Section
2 (68 acres being developed into 258
single-family residential lots) is
currently underway. Builders who are
either affiliated with the developers of
the subdivisions or have lots under
contract in these subdivisions include
Pulte Homes, Supreme Builders, D.R.
Horton, U.S. Homes, Dietz Crane and
Pioneer Homes. New houses in these
subdivisions are being offered for sale
at prices ranging from approximately
$100,000 to approximately $140,000.
As of April 12, 2007, 4,388 homes
(including some duplexes and
quadraplexes) were completed in the
District (of which 4,000 were occupied
and 141 were vacant) 247 homes were
under construction or owned by a
builder, and approximately __ developed
lots were vacant.
In addition to the single-family
residential development described above,
the District contains three apartment
projects constructed on approximately 66
acres, which contain an aggregate of
approximately 409 units. Commercial and
retail development within the District
includes approximately 52 connections
comprised primarily of single
businesses, tenants in three retail
shopping centers, and three small
professional office buildings,
collectively on approximately 35 acres.
The District contains approximately
770 acres of developable land which are
not presently provided with internal
water, sanitary sewer and drainage
facilities and an additional 69 acres
are located within the present 100 year
flood plain designation and
approximately 60 acres are included in
District plant sites, drainage rights of
way, and open space. Of such developable
acreage, approximately 436 acres are
owned by entities which have recently
developed or are currently developing
single family residential subdivisions
within the District.
